Title attributed to the contract by the contracting authority: Appointment of an Audit Co-ordinator (Loan Valuation and Associated Services) to NAMA. On the direction of the Minister for Finance, the NTMA is seeking to appoint an Audit Co-ordinator to advise and assist the NTMA (and following its establishment, NAMA) in the collation of valuation data and audit of valuations of bank assets (i.e. loans and other credit facilities and derivative contracts) to be acquired by NAMA. The firm appointed as Audit Co-ordinator will have sufficient resources of suitably qualified staff to provide, over the period October 2009 to June 2010, audit services for a portfolio of at least 10,000 commercial and property loans with a nominal value of between €80 billion and €90 billion. The firm will be appointed by NAMA to provide the following services: — Collate valuation data received from firms appointed by NAMA to provide valuations for bank assets to be transferred from participating institutions, — Collate due diligence data received from firms appointed by NAMA to review legal due diligence reports and materials provided by the participating institutions on bank assets to be acquired, — Collate valuation data on derivative contracts associated with bank assets received from firms appointed by NAMA, — Audit current market valuation data in respect of real estate and other collateral provided by participating institutions so as to ensure that current market valuations have been conducted in accordance with guidelines issued by NAMA and to ensure consistency within geographic regions, property sectors and across the portfolio being acquired by NAMA, and in association with NAMA-appointed external valuers, commission such valuations of real estate and other collateral as are necessary to validate the audit, — Audit loan valuations to ensure that NAMA-approved methodology and assumptions have been applied in a consistent manner, — Prepare draft acquisition schedules in accordance with NAMA’s indicative acquisition timetable and deal with pre-completion issues up to service of the acquisition schedule by NAMA on participating institutions.
