The consultant team's primary services will comprise the provision of architectural, structural, Civil, M&E engineering, QS Services; the team will also contain expertise on environmental, transport, Property surveying & commercial property expertise to facilitate a submission for planning permission for the redevelopment of Tara street station. In September 2002 CIE/Iarnrod Eireann were granted planning permission by An Bord Pleanala for the redevelopment of Tara Street Station; the proposal included a new Landmark Station in the City Centre with an increased concourse area accessed from Tara Street & Georges Quay including a new ticket office & staff accommodation, lift & escalator access to extended and widened platforms. An Air-Rights office development was proposed above the Concourse. Bord Pleanala Ref. No. PL 29S.128164 Dublin City Council Ref. No. 0948/01 CIE intend to modify the existing Scheme & submit a new application for planning Permission with the assistance of its consultant team; the revised design will facilitate the construction of the project without the necessity for closure of Tara Street Station. It is CIE's Intention to seek the granting of a 10 year planning permission on this Application. The Consultant will be appointed to: 1. act as Project Supervisor (Design) Stage in accordance with the Safety, Health & Welfare at Work (Construction) Regulations, 2001-2003 for this project; and 2. Provide design services up to RIAI Work Stage 3 & submission of the planning Application; Tendering Consultant teams will be asked to allow for the cost of 2 requests for additional information as this may be sought up to decision to grant/refusal of permission by Dublin City Council. Allowance will also be included for an appeal submission to an Bord Pleanala up to grant/refusal of planning permission. Tenderers will also be requested to provide fee proposals for optional services relating to detail design & Tender (RIAI Work Stages 4-6), with no guarantee that any or all of these services will be awarded under this tender.
