Title attributed to the contract by the contracting authority: CIT Construction Consultancy Services Framework Agreement. Cork Institute of Technology (CIT) intends to establish a multi-operator framework agreement comprising multi-disciplinary construction consultants for education related construction projects over a 4 year period. It is anticipated the framework will include a maximum of five operators per discipline, where suitably qualified candidates exist. In order to satisfy the specific requirements of individual projects or commissions of varying value and scale, CIT wishes to form three separate panels within the framework. The first panel (hereafter referred to as Category A) will be retained for relatively minor works and commissions with individual construction values ranging from c.Euro 50 000- Euro 500 000. Such projects may typically include repair, upgrading or refurbishment of an existing building. alternatively, small new build projects could be undertaken or a single commission such as inspection and report of a building defect, for example. The second panel (Category B) will deal with large projets in the region of c.Euro 500 000- Euro 2 000 000. It is anticipated that these projects would most likely be new build construction. The third panel (Category C) will deal with both new and refurbishment work up to a value of Euro 2 000 000. Accordingly, the framework will comprise Lots 1-10 outlined below, which are categorised and divided into separate disciplines: Category A (for projects with construction values Euro 50 000-Euro 500 000 exc Vat). Lot 1 Architecture. Lot 2 Civil & Structural Engineering. Lot 3 Mechanical & Electrical Engineering. Lot 4 Quantity Surveying. Category B (for projects with onstruction values Euro 500 000-Euro 2 000 000 exc Vat). Lot 5 Architecture. Lot 6 Civil & Structural Engineering. Lot 7 Mechanical & Electrical Engineering. Lot 8 Quantity Surveying. Category C (for projects with a construction values up to Euro 2 000 000 exc Vat). Lot 9 Project Supervisor Design Process (PSDS). Lot 10 Fire Safety Engineering. The framework agreement will apply to education related construction projects (new build and refurbishment) with anticipated capital values ranging from c.Euro 50 000 to Euro 2 000 000 both figures excluding VAT. In general, the Standard Conditions of Engagement for Construction Consultants issued by the Irish Department of finance will be used for appointments made under the framework agreement. These conditions of engagement provide for a fixed price lump sum fee for a defined scope of work under each contact. However in certain circumstances, CIT may at its discretion appoint a consultant on a time charge basis to be calculated in accordance with the hourly rates that will be submitted in Section 8 of the Pre-Qualification Questionnaire (PQQ). While the framework agreement will, as a general rule, be utilised for the appointment of the above listed consultancy services for the range of projects described above, CIT may on certain occasions and at its sole discretion opt to carry out a separate contract award procedure outside the framework for particular exceptional requirements. All questions/queries can be addressed to Mr.Kevin McCarthy,Buildings Officer, CIT on Email: kevin.mccarthy@cit.ie or by phone on:353214326332.
