ICT system for the National Newborn Bloodspot Screening Laboratory. The National Newborn Bloodspot Screening Laboratory (NNBSL), currently based at the Childrenโ€™s University Hospital (CUH), Temple Street requires a flexible integrated ICT system to manage the screening programme from receipt of notification of child birth to reporting of results, checked against birth registers and to manage patient information and quality assurance. Any proposed system must address known clinical risks; the proposed ICT solution must conform to Irish and European data protection legislation. Any proposed ICT system must be specific for newborn blood spot screening, addressing the specific needs and requirements of such a programme. These include the requirement to be able to identify non screened infants by tracking samples received against birth register records and for sample takers to be able to track individual samples through the laboratory process. The Company must be able to demonstrate a track record of providing such a system in an every changing environment. Consequently future-proofing of the ICT solution proposed is essential. Training must be provided for all aspects of the service. The additional support system shall: โ€” Comply with all requirements of the HSE and the ICT Department of the Childrenโ€™s University Hospital, Temple Street, Dublin 1. The system will be installed on the HSE or hospital network, subject to the Data Protection Act requirements, โ€” Run unattended for the majority of its operational life, โ€” Provide a secure, reliable service ensuring integrity of data in all circumstances, โ€” Provide controlled access to the system by a hierarchical system of passwords, definable by the local system manager. As defined elsewhere this will require access by laboratory staff, and by external HSE staff in a variety of settings via the web, โ€” The system must be able to support patient data coming from the Irish Health Care system, including Maternity Units, HSE Local Health Organisations (LHOs) and be able to handle the proposed An Post Postal Code system (2011) in whatever format is ultimately adopted, โ€” The system must be able to link addresses with HSE Local Health Office (LHO), โ€” The system must be fully anglicised.
