The Medical Scientists Registration Board (MSRB) is required to evaluate an international applicants’ qualifications and experience as attesting to the standard of proficiency required for registration as a member of the profession in Ireland. The ToPC is designed to test an applicant's ability to meet the threshold Standards of Proficiency for the profession. The purpose of the test is to ensure that, in the interests of public protection, once an international applicant is deemed eligible to apply to CORU, a passing grade in the ToPC attests to the applicant meeting the minimum threshold standard for recognition of their qualification and experience, and can, therefore, progress their application to register with CORU as a Medical Scientist. CORU is seeking proposals from providers of academic services in Ireland for the provision of the following services: 1. Design of a Test of Professional Competence which assesses persons who have applied to join the Medical Scientist CORU register ability to meet the Standards of Proficiency for that profession. 2. Provide proctored test facilitates for candidates which must be hosted in Ireland, manage scheduling of tests and liaising with candidates in regard to same. 3. Provision of test guidance for candidates, including (but not limited to) sample questions (which cannot be used in the proctored test), and an explanation about the format and structure of the test. The successful tender may, if they wish, provide candidates with the option of completing a ‘mock’ test; however, this is at the discretion of the provider and outside the terms of this contract. Any questions or scenarios used in the ‘mock’ test cannot be repeated in the proctored test. 4. A designated point of contact for both CORU and candidates (does not have to be the same individual). 5. Development of a quality system which ensures validity, reliability and fairness in the implementation of the ToPC. 6. Provision of summary reports post testing for each candidate in relation to test results and outcomes.
