Support Services Framework for the Implementation of the Dublin Agglomeration Noise Action Plan 2024 - 2028 – Evaluation of Priority Important Areas and other Areas of Environmental Noise Exposure
This tender refers to the establishment of a framework relating to the provision of Consultancy Services to support the implementation of the Dublin Agglomeration Noise Action Plan 2024-2028 (DANAP) in respect of the administrative areas of Dublin City Council, Fingal County Council and Dún Laoghaire Rathdown County Council only. The scope of services covered by this Framework 1 and 1st contract includes; Evaluation of Priority Important Areas (PIAs) and/or Other Areas of Environmental Noise Exposure, including but not necessarily limited to the following; • Road traffic, rail traffic and industry noise sources. • Specification for, review and analysis of noise monitoring data • Traffic surveys – specification for, review and analysis of data • Data review and processing • Acoustic modelling, studies and consulting • Preparation of and/or review of traffic model(s) for use in noise model • Noise modelling to CNOSSOS-EU methodology • Identify and evaluate noise mitigation measures (road, rail or industry noise sources) including use of a noise model to investigate a range of scenarios • Synergies with other environmental noise criteria and monitoring data, e.g. Air Quality • Road, traffic and rail engineering particularly in the context of a technical understanding of the development of engineering options relevant to noise mitigation including cost estimates • Population Exposure Stats and Health Effects Assessment including change in noise levels assessment across the population • Cost Benefit Analysis (CBA) including whole life costs and multi-criteria assessment (MCA) • Environmental assessment • Consultation with stakeholders (internal and external to DCC) • Public Consultation (support and advice) • Preparation of study reports • European and National best practice in relation to noise management and other related policy and practices • Support investigation of funding sources and mechanisms (i.e. national, EU etc) • Support/advice relating to noise complaints and related issues. General • Deliverables and Documentation • Project Management The 1st Contract to be awarded under the Framework relates to the evaluation of areas of high environmental noise exposure in Dublin City Council’s administrative area. However, future contracts could be for projects within Dublin City Council, Fingal County Council or Dún Laoghaire Rathdown County Council administrative areas. While Dublin City Council remains the overall Contracting Authority for the Framework and the 1st contract, any future contracts will be tendered in line with the Framework rules directly by the Local Authority whose area the works resides within and contracts will be directly with the Local Authority tendering the work.
