The teams will undergo a part-time innovation programme to equip personnel with the skills and mindset to develop solutions to the challenges. At the end of the programme, solutions will be evaluated and appraised, with fundable solutions implemented to proof of concept. Based on the Defence Sparx concept, the Contracting Authority seeks proposals from interested service providers to conduct the detailed design and delivery of this Programme.

Please be advised that the deadline for receipt of applications in response to this RFT has been extended to 1200 hrs 17 June 2025, with a revised clarification deadline of 1200 hrs 12 June 2025.
This extension is due to a change in Appendix 1: Requirements and Specifications relating to A1.4 delivery scheduling of Stage 4 (optional drawdown).
“This contract is for the provision of 3 iterations of the programme across the term of the contract. For the 1st iteration, Stages 1, 2 and 3 must be delivered in full prior to the end of Q1 2026. Stages 2 and 3 should run in succession, with a maximum gap of one week. Stage 4 (optional) should be delivered in full before end July 2026.”
This has been amended to

Upon completion of stage 3 (31 MAR 2026), stage 4 (optional drawdown) will commence for a period of six months until 30 SEP 2026. Stage 4 will only be applicable to participating teams who receive endorsement from DoD/DF senior management at the end of stage 3.
While this is not a material change to the specification, the Department of Defence considers it appropriate to allow additional time for potential vendors to review and, if necessary, amend their submissions.
