The Department of Agriculture, Food and the Marine (DAFM) is a multi-functional organisation which provides a wide range of services both directly and through specialist state agencies operating under its aegis. The Department has a wide and diverse customer base which includes farmers, consumers, food processers and other commercial operators, those involved in sea fishing, forestry, bio-energy, research as well as diverse EU Institutions, other State Bodies and special interest groups. The Mission of the Department is to serve the government and people of Ireland by leading, developing and regulating the agri-food sector, protecting public health and optimising social, economic and environmental benefits. With over 4000 staff, the Department operates from six large, centralised locations across the country, as well as sixteen Regional Offices, Fishery Harbours, Meat Plants, Border Inspection Posts and Laboratories. In addition to the general administrative grade streams, the Department employs several technical and professional grade streams, including Technical Agricultural Officers, Veterinary Practitioners, Agricultural Inspectorate, Forestry Inspectorate, Engineers, Harbour Masters, Laboratory Specialists and services support staff. The process for filling vacancies in the Civil Service is as follows. Positions may be filled by way of open competition. Positions may also be filled by way of internal promotion competitions or expressions of interest. Positions may be filled via the Civil Service Mobility Scheme. Contracting Authority Requirements The objective of the Department in undertaking this procurement process is such, that is has the people resources it needs, in a timely manner, through the services of a Recruitment Agency. The DAFM Competitions and Recruitment Unit already carry out a large number of competitions and this tender is to add the option of using an outside agency to carry out some of these competitions. The successful Tenderer must design and administer in consultation with the DAFM, an effective, efficient and fair recruitment and selection process for various DAFM positions, in line with the Commission for Public Service Appointments Code of Practice for appointment to positions in the Civil and Public Service. This will involve developing and implementing, to completion, recruitment campaigns for a number of posts throughout the duration of the contract. These campaigns are expected to produce a number of appointees to an agreed standard within the timeframes set by the DAFM.
