PQQ for the Services of a Strategic Energy Partner for Participation in SEAI Energy Efficiency Obligation Scheme at Medite Smartply Europe DAC '25

SmartPly Europe DAC

MEDITE SMARTPLY invites suitably qualified and experienced companies to submit a Pre-Qualification Questionnaire (PQQ) for participation in the Sustainable Energy Authority of Ireland’s Energy Efficiency Obligation Scheme (EEOS). Depending on the number of suitably qualified providers, we will draw up a short-list of candidates to be invited to tender for the above contract. It is emphasised that the information requested in this questionnaire is aimed solely at determining the suitability and choice of candidates for entry to the Tendering Stages. We are seeking partners capable of delivering high-quality, verifiable energy efficiency measures in compliance with SEAI guidelines and methodologies. Successful applicants will demonstrate a proven track record in the design, installation, and verification of energy-saving projects, robust project management capabilities, and adherence to all relevant technical, safety, and reporting requirements. Interested parties should outline their relevant experience, capacity, and approach to ensuring full compliance with EEOS obligations, as well as their ability to deliver measurable energy savings that contribute to Ireland’s national energy efficiency targets. The primary purpose is to form a strategic energy partnership to assist in the decarbonisation of their energy consumption through participation in the SEAI Energy Efficiency Obligation Scheme. MEDITE operates two production lines at its site in Clonmel with a total production capacity of well over 400,000 m3 p.a. The energy demand of the process is currently met by multiple energy sources. Electricity is imported from the grid while heat is produced by two biomass plants (Line 1 steam boilers and Line 2 Energy Centre) as well as a gas-fired thermal oil boiler. MEDITE’s energy management system has been ISO 50001 accredited since 2017. SMARTPLY recently upgraded its press technology from a multi-daylight press to a continuous press to increase the total production capacity of the plant to well over 300,000 m3 p.a. The energy demand of the process is currently met by an energy plant which feeds heat directly into a single drum dryer. Production is run 24 hours a day with the line only brought down for maintenance once a month. SMARTPLY’s energy management system has been ISO 50001 accredited since 2023. MEDITE SMARTPLY have a long-held commitment to reducing the carbon footprint of their manufacturing processes and have achieved a significant reduction since 2010. The Energy Conservation Measures carried out over this period include LED Lighting Upgrades with smart controls, fan system optimisations, compressed air system optimisations and multiple process and thermal system optimisations. Medite SmartPly’s energy programme has delivered significant energy reduction in both plants to date; this has reduced the cost of production of MDF and OSB in the plants allowing the company to be more competitive in the respective markets Medite Smartply requires provision of services of an Energy Services Company to assist with the development of the next step in their energy journey and to provide their expertise in the decarbonisation of their energy consumption through innovative energy solutions. The energy partnership will be focused on the reduction of both plants’ current energy consumption through the implementation of energy conservation measures and on-site renewable energy generation opportunities. The expected deliverables of the partnership are highlighted below: Participation in SEAI Energy Efficiency Obligation Scheme 1. Assistance with M+V reporting and submissions to SEAI Energy Efficiency Obligation Scheme. 2. Medite Smartply shall nominate chosen company/third party partner as obligated party for the EEOS a. Obligated party shall credit Medite Smartply for verified savings as approved by SEAI. The value shall be reviewed annually.
