The Land Development Agency (the “Contracting Authority” (CA) or the “LDA”), established in September 2018, is a Government land management initiative, with a key focus on State-owned land. The LDA opens up State-owned land to improve housing options for individuals and families. The LDA also drives the medium to long term compact development of our cities by providing a vision and delivery strategy for larger scale strategic land areas. Bluebell Waterways is a new, large, mixed-use residential development to be located on Dublin City Council (DCC) owned land, comprising of disused industrial filter beds and existing DCC maisonette homes. The site is zoned for development under the new Dublin City Council Development Plan 2022 - 2028. Bluebell Waterways forms part of current and future programmes of work to be undertaken by the LDA to develop affordableSale, cost rental and social housing / apartments. The overall development, on completion of all phases, is expected to comprise approximately 382 apartments, creche and internal external community/cultural space. The subject of this procurement competition is Phase 1 of the development (the “Bluebell Waterways Phase 1”) and potential subsequent Phase 2 (the “Bluebell Waterways Phase 2”).
