Iarnród Éireann (IÉ) has approximately 3150 bridges that require a Principal Engineering Inspection (PEI) every 6 years. IÉ is seeking competitive tenders from suitably experienced, certified and fully resourced contractors, (the Contractor) to undertake facilitation of bridge access inspection works on a selected number of these bridges in the form of a variety of Mobile Elevated Working Platforms (MEWPS). The MEWP Access Inspections are planned for a number of bridge assets where normal access is prohibitive and will require suitable and safe traffic management. The successful Contractor must be able to supply appropriately qualified personnel to undertake the operation of the MEWPs and to prepare and implement appropriate site-specific traffic management plans. The project objective is to facilitate (via MEWP access) the establishment of the present condition of all exposed elements and parts of the bridge/structure and to assist the Irish Rail Bridge Inspector in recording of the results in such a way that the requirement for any further investigation or remedial works can be defined. No track side access is envisaged. To facilitate the safe planning and design of temporary traffic management activities undertaken by or on behalf of IÉ for incorporation into a Road Works Safety Management System that addresses the requirements of the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (Construction) Regulations 2006 (as amended). To provide appropriate signage consistent with the Road and Road Traffic Acts, and the Traffic Signs Manual. IÉ intend to establish a Single-Party Framework Agreement for the provision of these requirements throughout the extensive railway network.
