Description of the procurement
It is envisaged that successful applicants will be responsible for the design, supply, installation, commissioning and operation and maintenance of the smart lighting system.
• The smart lighting design on a case-by-case basis will be expected to complement the smart building design and achieve significant energy savings beyond that of a traditional Light Emitting Diode (LED) installation;
• Supply, installation and commissioning of new smart lighting controls and tie-in with the existing system (if present);
• Supply, installation and commissioning of emergency lighting system and tie-ins with the existing systems and meets up to date Irish standards;
• In accordance with Waste from Electrical and Electronic Equipment (WEEE) requirements, all lamps removed as part of strip-out works shall be safely disposed of immediately by the Contractor;
• The Contractor shall be responsible for the detailed design of the proposed lighting system for each facility, subject to approval from ESB Smart Energy Services (SES) or its customer. Detailed designs are to be done using site dimensions and a state-of-the art lighting simulation software.
• The Supplier must have capabilities to source bespoke light Luminaires to the relevant standards in a reasonable timeframe, no longer than 8 weeks turnaround;
• The smart lighting controls and luminaires must have a warranty for parts replacement and labour in place for the duration of the contract and they must be triple E rated with the Sustainable Energy Authority Ireland (SEAI);
• The smart lighting control system must be open protocol and capable of controlling multiple systems including LED drivers 0-10V, Digital Addressable Lighting Interface (DALI) systems and Power over Ethernet (PoE) lighting systems;
• The smart lighting control system shall have characteristics such as monitoring of ballast status, lamp error fault detection, individual addressing for controlling each luminaire; occupancy-based and daylight harvesting features.
• The smart lighting solution shall have onsite-managed configuration and cloud-based configuration options.
• Testing & commissioning of the smart lighting system installation.
• Other related products and services as needed by the Contracting Entity.

A smart building control solution must be capable to integrate multiple standalone technologies into a smart controlled solution. Standalone technologies include but are not limited to:
• Existing and new Lighting fittings
• Heat pumps
• Boilers
• Chillers
• Cooling towers
• Solar Photovoltaic (Solar PV) solutions
• Demand Response
• Load Management to meet Maximum Import Capacity (MIC) requirements.
The technologies must be centrally controlled and work in conjunction alongside each other in an innovative manner that maximises efficiency within the building or facility.
It is envisaged that successful applicants will be responsible for the design, supply, installation, and commissioning of the smart building integration solution. The points below shall be satisfied.
• The Contractor must be capable of:
o Performing a technical onsite assessment when a project is initiated and thereafter;
o Optimising an existing Building Management System (BMS) and integrate other building systems such as lighting & Heating, Ventilation and Air Conditioning (HVAC) controls;
o Providing metering and tracking for building resources such as electricity, water, and gas;
o Providing a centralised intelligent/smart Building Management System or Platform, in the absence of an existing BMS. The system or platform shall have cloud-based functionalities including but not limited to leveraging cloud data analytics capabilities;
o Providing a solution that’s secured, future-proof and based on open communication protocols;
• Supply, installation, and commissioning of all the controls and sensors devices required to transform a building into a smart building, subject to ESB Smart Energy Services (SES) or customer’s needs;
• The Contractor must have a warranty for parts (replacement) and labour in place for the duration of the contract;
• Testing & commissioning of the smart building solution.

It is envisaged that successful applicants will be responsible for the design, supply, installation, and commissioning of a building metering solution. The points below shall be satisfied.
• Technical onsite assessment when a project is initiated and thereafter;
• The Metering Solution (wired or wireless sub metering solutions depending on the application type and budget) shall be capable of collecting data at least every 15 min from sources such as:
o Main electricity & water incomer meters;
o Gas incomer meter and/or Liquefied Petroleum Gas (LPG) including management of chatterbox via Gas Networks Ireland (GNI);
o Sub meters – HVAC, Lighting etc;
o Sensors: Temperature – indoor/outdoor, Humidity, Flow rates, Air quality etc;
o Onsite Solar PV, heat pump, Combined Heat and Power (CHP) etc.
• The design of the metering solution shall include a logical naming convention for each data source;
• The metering solution shall include a General Packet Radio System (GPRS) data logger capable of sending data to a cloud platform at least every 15-min. The cloud platform may be an SES nominated energy monitoring platform, depending on project requirements.
• The Contractor must have a warranty for parts (replacement) and labour in place for the duration of the contract;
• The Metering Solution must be secured, future-proofed and based on open communication protocols;
• The Contractor shall be capable of integrating the Metering Solution with the Building Management System:
• Integration of the new Metering Solution with an existing Metering Solution must be possible if required;
• Testing & commissioning of the building metering solution;
• Other related products and services as needed by the Contracting Entity.
