REPowerEU Schools Energy Inventory Surveying Consultancy Services

The Department of Education has been granted funds from the REPowerEU programme to complete Energy Inventory Surveys of up to circa 3461 schools located within twenty one (21) counties nationwide in Ireland. This follows an initial pilot scheme of surveys to circa 600 school in five counties in 2022. Each school is to be surveyed by an experienced surveying professional who will gather approximately 160 pieces of identified data, which includes high level building areas, types and condition of different fabric elements and information about lighting, heating and domestic hot water, etc. This data is entered on a tablet computer onsite and then is imported into the Departmentโs Geographical Information System (GIS), then processed into a relational database, which performs numerous calculations to determine a School Energy and Carbon Estimated Rating (SEACER). The project when completed will provide the Department of Education with the ability to dynamically review and interrogate data on up to 4,000 schools in a strategic manner. With completion of the national energy inventory, it will be possible for the Department to be better positioned to complete a national energy and condition profile of the school estate and assess the impact of various energy improvement measures at a sector level. The Department now wishes to establish a framework agreement of suitably qualified consultants comprising of a maximum of eight (8) framework participants who be assigned a bundle(s) (circa 100-300 schools per bundle) to undertake these surveys. The surveys will commence in October 2024 and are to be completed to all schools by end of June 2025. Refer to enclosed CFT documents for further details.
