Technical Analysis to Develop a Roadmap to Climate Neutrality for Dublin City, Cork City and Galway City as part of the EU Climate-Neutral and Smart Cities Mission
The Department of the Environment, Climate and Communications (DECC) is requesting a Tender for the provision of technical analysis to develop a roadmap to climate neutrality by 2030 to support Cork City and Dublin City in the EU Climate-Neutral and Smart Cities Mission (โthe Cities Missionโ) and to support Galway City in the Net Zero Cites Pilot City Programme. This analysis will comprise three elements: 1. Review the recently completed emissions inventory for each city and amend/update if required; 2. Develop a new statistical tool or work from an existing tool to calculate the interventions and changes needed to reach the net zero target (a โroadmap toolโ); 3. Develop a roadmap setting out the measures needed for each city to reach the net zero target, including a cost-benefit analysis and costings, capacity assessment and training; These outputs will be used by Dublin and Cork City to inform their Climate City Contracts as part of the EU Climate-Neutral and Smart Cities Mission. The outputs will also be used by Galway City to align itself with the goals of the Cities Mission and to consider the measures set out in the roadmap as part of its Pilot City status. The analysis should incorporate research and analysis to assess various scenarios and measures, policies and pathways required to achieve the target of net zero in terms of their effectiveness, feasibility and impact.
