The need for a contract modification under Lot 1 Temporary Agency Staff has been brought about by the unforeseen nature and duration of the requirement to provide temporary agency staff in response to Ukrainian refugee crisis following the Russian invasion of Ukraine. This resulted in additional services required by the original contractors that became essential and were not anticipated during the initial procurement. It was deemed that a change of contractors would cause significant inconvenience and substantial duplication of costs for Pobal and to potential tendering companies.

The need for a contract modification under Lot 1 Temporary Agency Staff has been brought about by the unforeseen nature and duration of the requirement to provide temporary agency staff in response to Ukrainian refugee crisis following the Russian invasion of Ukraine. This resulted in additional services required by the original contractors that became essential and were not anticipated during the initial procurement. It was deemed that a change of contractors would cause significant inconvenience and substantial duplication of costs for Pobal and to potential tendering companies.
