Description of the procurement
Over the Counter (OTC) Bill Payment - receipting service for general Electricity and Gas bill payments where cash or card is the primary method of payment over the counter. This service must be available in multiple locations within each and every county of ROI, with an expansive geographical spread of outlets available to our customers and offer extensive opening hours. Electric Ireland customers need to be able to pay via the bill giro, or a personalised Electric Ireland payment card using cash, debit card, or other payment media. Vendors will need the capability to deliver payment files in a timely and secure manner and provide management reports to include value and volume statistics.
Over recent years the number of transactions has been approximately 2.5 million per annum; note that ESB does not guarantee any future volumes.
ESBs intention is to award framework contracts to three suppliers for this lot, subject to that number qualifying, meeting all requirements and providing economically viable proposals. Drawdown from the frameworks will be determined by customer choice and no volume of activity is guaranteed.
At the date of issuing this PQQ it is envisaged that the contract duration will be for an initial 3-year period with the option to extend by a further 48 months in one or more increments at the discretion of the Electricity Supply Board and agreement of the successful bidder.

Electric Ireland customers use their personalised PAYG card in retail outlets to purchase Top Up vends. This is linked to a 3rd party processor, Secure Meters Liberty client, and a 20 digit vend code is printed and given to the customer to be manually entered into their meter, Smart PAYG meters have the code sent directly to the meter. This service must be available in multiple locations within each and every county of ROI, with an expansive geographical spread of outlets available to our customers and offer extensive opening hours.
