The Contracting Entity intends to procure a framework agreement for the services relating to the build and maintenance of underground sections of the ESB Telecoms Limited (ESBT) network, referred to as the National Telecommunications Fibre Optic Network (NTFON).
It is proposed that the services required will include (non-exhaustive list – high level scope):
Reliable, flexible, and economic fibre- network build and maintenance services to support and develop ESB Telecoms’ underground fibre networks such as the execution of civil works and commissioning of fibre optic activations to “Ready for Service” standard, fit for operational handover to ESBT in response to requests for maintenance or extensions to the underground network, including:
• Effect emergency repairs and maintenance as required
• Assist with Surveying and detail planning (e.g., Duct space surveying, plant location, proving and inspections etc).
• Civil Works execution to relevant Local Authority Standards
• Sub-ducting, Cabling and Splicing/Termination including the supply of all materials. These materials include but are not limited to Fibre Optic (FO) cable, jointing kits, ducting, etc. ESBT reserves the right to Free Issue it’s own materials from time to time
• Optical Jointing/Splicing and Activation of external plant in urban and rural locations and Electricity Stations, and terminations within ESBT PoP sites and at customer premises
• Testing, Verification and production of As-Built Records and Test Results for upload into a GIS system (Connectmaster).
It should be noted that ESB Telecoms will generally be responsible for obtaining all Wayleaves in public and private property and all associated costs. On occasion the contractor may be requested to perform this function.
