The Contracting Authority is the freehold owner of a landbank (10.3 Hectares) at Stereame Park (the โLandsโ), which is located just off the Limerick Road in Nenagh. It is located close to Junction 26 (2.3km) on the M7 motorway and within 1.9km of the town centre.
The Contracting Authority through this public procurement process wishes to obtain pioneering, innovative solutions customised to its specific wishes for this development as envisioned in Variation No. 2 to Nenagh Town & Environs Development Plan 2013.
The Lands are zoned residential in the Nenagh Town & Environs Development Plan 2013 and Variation No. 2 thereof.
The Land provides an opportunity to develop a high quality sustainable residential community and a location for high quality jobs within the town of Nenagh. Recognising the existing and potential uses on the surrounding campus, it is envisaged that this location will become a desirable and attractive location for families, the elderly, single people, and others to establish a home, to work and to visit, deriving character from its key location.
It is anticipated that the density would be 20-30 dwellings per hectare (net) but the residential density will be determined during the planning application process.
A high-level aim of this procurement process is to champion best practice in respect of efficient and cost-effective design combined with innovative financial and technical solutions that together will result in both value-for-money and quality accommodation. Good design must be at the core of the development so that the value profile of the area is enhanced.
The Contracting Authorityโs proposed phasing of the development is as follows:
โข Phase 1: 3.2 hectares
โข Phase 2: 2.9 hectares
โข Phase 3: 4.2 hectares
It is anticipated that Phase 1 will be substantially completed before commencing Phase 2. It is further anticipated that Phase 2 will be substantially completed before commencing Phase 3.
The successful Tenderer (a single entity or a consortium) will require expertise in place-making through quality design, together with the other skill sets, financial capability and resources needed to engage with and collaborate with all key stakeholders and successfully deliver the project within a three to five-year period (or as may be agreed). This will involve marketing and selling a vibrant and sustainable community consisting of a significant number of new homes in Nenagh on a phased basis and complying with all statutory requirements, including Part V obligations.
The successful Tenderer will be required to finance a viable funding model for the
Development.
Following the selection of the successful Tenderer, the Contracting Authority will enter into a Licence Agreement with the successful Tenderer. The Licence Agreement will empower the successful Tenderer to apply for planning permission and subsequently commence building works when all relevant planning compliance, building control requirements and utility connection fees/requirements have been met by the successful Tenderer.
Please note: A previous contract notice with regard to this procurement was advertised on 24/10/2021, however, a suitable solution was not forthcoming from this competition.
