The original contract ref 2022/S 241-694370 was subject to an OJEU Contract Notice and was awarded in accordance with the Directive 2014/24/EU of the European Parliament and of the Council. This contract is being modified in accordance with Regulation 72 .1. b. of the Public Contracts Regulations 2016. The modification provides for an increase in expenditure on services covered under the scope of the original contract. The contracting authority is relying on Regulation 72.1.b. as the need for modification cannot be made for economic or technical reasons, including requirements of interchangeability or interoperability with existing services procured under the initial procurement, and would cause significant inconvenience or substantial duplication of costs for the contracting authority;. The increase in price will not exceed 50 percent of the original contract award value of 500000 EUR.

The modification is required as the contracting authority was assigned the responsibility of the establishment and operation of a call centre to support the Commissioning Function at the request of the Department of Health. This pilot scheme was not a consideration when drafting the initial specification and the estimation of the contract value. The scheme is to be resourced through the existing services procured under the initial procurement. The current contract, including extensions, is due to expire on 30 April 2027. As expenditure has exceeded the estimated value initially advertised, it is hoped to run a procurement competition in Q1 2025 for the service.
