Description of the procurement
The Authority requires a suitable Human Resource Consultancy provider to deliver HR consultancy and organisational development services to the Authority, as further set out in the Specifications of Service Requirements in Section 3.3.
The successful Tenderer must also be capable of delivering strategic advice and assistance in the areas of HR strategy, organisational development, and have the competence to deal with statutory, political, governmental, Public Sector, and other key stakeholders. The approximate number of Authority staff is intended to reach 313, and they are/will be based across the various offices of the Authority. In addition, the Authority also accommodates a number of outsourced placements in its offices.

General HR Advice;
โข Advice on employee attraction, development and retention;
โข Advice and support on Equality Diversity and Inclusion;
โข Advice and support in developing HR Strategy;
โข Advice on Employee Engagement and Wellbeing Strategies;
โข Advice and support in relation to employee relations;
โข Advice in relation to training and development of staff;
โข Advice in relation to public sector pension schemes;
โข Advice on best practice internal HR policy and procedures (SOP);
โข Act as advisor to the Head of HR, Director of Finance and Corporate Services and CEO on HR issues;
โข Advice in relation to all aspects of redeployment, recruitment, secondment and employment contracts;
โข Organise, manage and participate in recruitment and selection processes;
โข Advice in relation to implementation and update of the HR policies of the Authority;
โข Advice in key areas and developments in Employment Law; and
โข Other related services as may be required by the Authority.
Flexibility is a key requirement, the successful Tenderer will be required to be available to deal with out of hourโs queries and take phone calls on a daily basis if necessary.
