Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: The modification has become necessary because of the timelines for the implementation of the transition of the Dublin Bus fleet to low/zero tailpipe emissions, as required by the Irish Governmentโ€™s National Sustainable Mobility Policy: Action Plan 2022 to 2025 (the โ€œPlanโ€), including the timelines associated with procuring chargers which has created a difference in the quantity of available chargers to available electric vehicles which is impeding the introduction of electric vehicles. The Plan requires Dublin Bus to transition 50% of its fleet to low/zero tailpipe emissions by 2025. This is further supported by a broader objective in the Irish Governmentโ€™s Climate Action Plan 2023, that targets a national public transport fleet transition to achieve 1,500 electric buses by 2030. As a result of the Plan, Dublin Bus is targeting to enter into service 134 electric vehicles by November 2024 and a further 50 electric vehicles as soon as possible thereafter (the โ€œAdditional Vehiclesโ€). To facilitate the operation of the Additional Vehicles, integration and interoperability with the electric vehicle infrastructure (currently under construction) is necessary. Third party equipment cannot integrate or be interoperable with the available infrastructure capacity currently under construction. In addition to the economic and technical difficulties that would arise from a change of contractor, a change of contractor would also cause a substantial duplication of costs for Dublin Bus.
