Single Operator Framework for the supply and installation of external racking system

Dublin City Council proposes to establish a Single Operator Framework Agreement for 4 years, for the provision of external racking for the storage of various items in the County Dublin. An initial contract will be awarded for 1 year for the provision of external racking to an existing storage yard in Ballyboden, Co. Dublin. Details of this contract are provided through the appended drawings and specification documents. For the avoidance of all doubt the maximum Framework Agreement period is for 4 years. However, contracts may be awarded which extend beyond the lifetime of this Framework Agreement.

The framework agreement covers the supply and installation of external racking systems in open air or the supply and installation of external racking systems within storage facilities, at different sites in County Dublin. An initial contract is detailed in the attached drawings and specification document – both included in this tender.

1. Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 2014. It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.

3. Suppliers must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications.

4. Short description

Dublin City Council gives notice to invoke Article 32.2 (a) for a derogation from tendering for the supply and installation of external racking system.

An open procedure requesting invitations to tender and in the Official Journal of the EU was published on etenders in October 2021.

No tender submissions were received in response to the call for competition.

The initial notice sought to create a single party framework for the supply and installation of an external storage racking system at the DCC storage depot in Ballyboden D.16.

Specification: Provision of 5 storey steel storage racking systems for external installation at various sites. Volume of initial contract is 6 rows of 5 storey racking, 47.6m in length, and 4 rows of 5 storey racking 16.8m in length.

The initial contract is for 6 months, framework is for 4 years. For the supply and installation of external racking system. The value of the initial contract is €261,700 with a maximum value of €500,000

The date stated in Section V2.1 is the date of this notice and is not intended to represent the date of conclusion of the contract. The date of conclusion of the contract is expected to take place no sooner than 14/02/22

The first value stated in section V.2.4 (€261,700) is thr value of the initial contract. The second value stated in section V.2.4 ($500,000) is the total value of the framework agreement.
