The contract was advertised by contract notice OJEU Ref: 2020/S 187-450858. The notice included an estimated value of €900,000 (ex VAT).
The contract notice referred to a 48-month term; however, the procurement and contract documentation made available to interested parties following publication of the contract notice made clear that the contract was for 4 years with the option of up to two additional 12-month periods (i.e. 72 months or 6 years in total).
During the competition, tenderers submitted pricing per standard test with no indication or limit placed on the number of tests that would be performed during the term of the contract. The actual value of the contract was not certain as it was dependent on the number of tests to be carried out and this was not known (and is still not known with certainty).
Although there has not been any certainty as to the actual value of the contract, the contract award notice indicated a contract value of €235,144 (ex VAT). This is the figure set out at V.2.4 above. This was not a fixed or capped value; it was merely the authority’s non-binding estimate of the contract value at the date of publication of the award notice.
The contracting authority currently estimates the total value of the contract over a potential 6 year term (based on current test prices) to be €494,000 (ex VAT).

Following consultation with NSAI and the identification of families for test the successful tenderer would perform the following:
1. ISC Preparation
a. Project co-ordination in accordance with Annex II of (EU) 2018/1832, to include
i. Vehicle sourcing, inspection, interviews, logistics etc.
ii. Sourcing of vehicle documentation, i.e. COC
iii. Proposed vehicles will be approved by NSAI in advance of testing
iv. Test plan to be generated
2. ISC Testing
a. Full set-up and testing in accordance with Annex II of (EU) 2018/1832
3. Test Report Generation
a. As per test plan and per vehicle
b. Preparation of data for input to EU Commission Electronic Platform
