The MetroLink project is the development of a north-south urban railway service that will run between Swords and Charlemont, linking Dublin Airport, Irish Rail, DART, Dublin Bus and Luas Services, creating fully integrated public transport along the 19 km route. A large portion of the route will be underground including where it passes under the city centre area and Dublin Airport. The underground section will terminate at Charlemont. There will be a total of 15 new stations, 3 000 additional park and ride spaces and a journey time of approximately 25 minutes from Swords to the city centre. The MetroLink will cater for 20 000 passengers per direction per hour and carry up to 50 000 000 passengers per annum. The purpose of these condition surveys is to ascertain the condition of properties before, during (if deemed necessary) and after the completion of the MetroLink works to determine whether there has been any deterioration of any of the properties' condition surveyed and whether the deterioration may be attributable to the MetroLink Works. TII will establish a panel comprising 3 independent surveying companies who will carry out the condition surveys. From this panel the property owner may choose which company they wish to carry out a survey of their property.
Building surveying services.
The services for this contract include but are not limited to the following:
(a) undertaking pre-works, interim-works and post-works condition surveys of private residential properties and other selected properties when instructed by the POPS manager;
(b) Provision of a survey manager to manage the delivery of the services to TII;
(c) Liaising and arranging with all property owners to gain access to undertake each condition survey โ including but not limited to the preparation of applications, attending meetings, securing approvals and permits from owners and any and all private and/or statutory bodies to gain access to undertake the condition surveys;
(d) produce a scope of repairs (where repairs are required);
(e) produce estimate of cost of required repairs (where repairs are required) in accordance with the Agreed Rules of Measurement 4 (ARM4) verified by a chartered quantity surveyor or equivalent.
Quantity surveying
The services for this contract include but are not limited to the above and the following:
(a) produce a scope of repairs (where repairs are required);
