Road Safety Authority (RSA)

The RSA wishes to establish a Single Party Framework for Provision of Academic-Level, Qualitative Research Services. This Framework will be established on foot of an initial study โ€” conducting focus groups on the drink-driving attitudes and behaviours of 18-34 year olds in Ireland (the โ€œInitial Studyโ€). Previous experience in conducting road safety related research is not required of the Principle Investigator or Co-Investigator, however, the Key Personnel must have previous experience in conducting qualitative research. Additional Services under the Framework may include:
โ€” conducting in-depth interviews with serious road traffic offenders,
โ€” part-replication of the Initial Study with other driving groups (e.g. learner drivers, those aged +35 years), to examine the attitudes and behaviours of other drivers in relation to drink-driving,
โ€” conducting focus groups with high-risk driving groups in relation to the other Killer Behaviours (e.g. speeding).

The RSA previously held a competition for the establishment of a single party framework agreement for the provision of academic-level qualitative research services. Unfortunately, the RSA has had to collapse this competition as the successful tenderer was unable to accept the terms and conditions of the framework agreement issued with the RFT making the execution of the framework agreement not possible. The RSA intends to commence a new competition for the required services in Q1 of 2020, which will be advertised on eTenders and in the Official Journal of the European Union (OJEU). No substantial changes are envisaged to the RFT or technical requirements, however, the RSA intends to revise certain terms of the framework agreement to make it more specific to research services.
