This competition is based on an open procedure and the appointment to a framework will be determined by virtue of a test to determine the Most Economically Advantageous Tenders (“MEAT”), following a qualification stage. The 6 tenderers with the top score under the MEAT test will be appointed to the framework contingent on six number tenderers achieving the minimum required standard.
The evaluation will be completed in 2 parts. The first part will be assessed on a Pass/Fail basis as detailed in Suitability Assessment Questionnaire QC2.
The second part of the process is the tenders will be evaluated against the Most Economically Advantageous Tender criterion set out in the attached documents.
