The Sustainable Energy Authority of Ireland (SEAI), established by Government under the Sustainable Energy Act 2002, has a mission to play a leading role in transforming Ireland into a society based on sustainable energy structures, technologies and practices.
The objective of this RFT is to invite proposals from suitably qualified tenderers with a view to establishing 5 multi-party Frameworks for the Provision of Legal Services.
SEAI intends to appoint three framework members to each of the following Frameworks:
— Lot 1: Administration of Public Functions and Corporate Governance,
— Lot 2: Employment and Pensions,
— Lot 3: Data Protection, Information and Intellectual Property,
— Lot 4: Energy, Renewables, Environmental and Transport,
— Lot 5: EU and Competition Law and Public Procurement.

This lot encompasses the majority of the services SEAI requires to carry out its public functions, powers and duties. SEAI acquired statutory obligations under its establishing legislation and a number of specific statutory instruments; it also has certain obligations flowing from its designation as a public sector body. SEAI is seeking to appoint three service providers with extensive experience advising public authorities in all area of public law to this framework.

The initial multi-party Framework Agreements for a term of 1 year (“the Term”).

SEAI reserves the right to extend the Term for a period or periods of up to 12 months with a maximum of 3 such extension on the same terms and conditions, subject to SEAI’s obligations at law. Each framework will be for a maximum period of 4 years.
