Dublin City Local Community Development Committee is the Contracting Authority for this Tender and will oversee the implementation of SICAP, supported by the Department of Housing, Planning, Community and Local Government (DHPCLG) and Pobal. SICAP has 2 programme goals — Goal 1 (community development) and Goal 2 (individual supports). A common approach across both Goals is that each contains activities which are focussed on the most disadvantaged groups and individuals and are underpinned by community development principles and approaches. Tenderers will be reminded of their obligations to ensure sufficient regard to communities of interest and to collaborate with national organisations and any local networks also funded via SICAP and Government. SICAP will have close synergies with other national, regional and local strategies for community development and activation and will link programme participants into relevant programmes and services.
