Single Party Framework Agreement for Security Consultancy Services

Dublin City Council proposes to engage in a competitive process for the
establishment of a single-party framework agreement for the provision of Security
Consultancy Services.
As part of a review of risk management and in the context of Corporate Health
and Safety and staff safety, Dublin City Council requires a risk assessment of its
main buildings and offices. The assessment is to set out the range of options to
provide for a visitor management system.
The main City Council buildings are (i) Civic Offices Wood Quay, (ii) City Hall and
Rates Office, (iii) Mansion House. There are at present a total of 60 other work
locations (e.g. depots, libraries, community centres).
The initial contract will focus on the Civic Offices at Wood Quay which currently
have public access. The Civic Offices comprises of 4 interconnected office
blocks, a large basement area, canteen and underground carpark with a floor
area in excess of 20 000 square meters. The negotiated procedure is being
employed as the service falls under Annex IIB services. The negotiated
procedure involves the following stages: qualification, tender and at the discretion
of the Council negotiation with some or all tenderers. Dublin City Council
reserves the right to award the framework on foot of the original tenders without
negotiation.
