Invitation to tender for a single party framework agreement for the provision of Smart City Problem Solving and Procurement by Challenge Services
Dublin City Council wishes to establish a Single Party Framework Agreement for the Provision of Smart City Problem Solving and Procurement by Challenge Services for a period of 24 months.
Dublin City Council reserves the right to extend this Framework Agreement for a period, or periods, of up to 12 months with a maximum of 2 such extensions under the same terms and conditions subject to review.
Extension of the Framework Agreement will be solely at the discretion of Dublin City Council.
Smart Dublin is providing a new approach to encourage the development of innovative solutions that address city challenges, with an emphasis on applying emerging technology opportunities. As part of this there is a commitment to promote a challenge based approach (where appropriate) to future procurement building on existing processes such as concessions, request for tenders, demonstration projects, design idea competitions and requests for information.
By being proactive and articulating the type of challenges we face, we can encourage the development of solutions that specifically address these real needs, rather than solutions which are led by the available technology.
There is also a lack of awareness of successfully implemented smart solutions across international cities. Local Authority operational staff and management require better research and intelligence on solutions that work, so that we don't reinvent the wheel when procuring new solutions.
