The purpose of this brief is to secure the services of a suitably qualified and multi-disciplinary Economic Operator to examine the engineering, business and implementation strategies for managing, administrating, developing and financing the District Heating System for a specified area in Dublin's Docklands which will recover waste heat and distribute it from plants in the Poolbeg peninsula. The Economic Operator shall be required to make recommendations to management of Dublin City Council in relation to the preferred option based on an assessment of the costs, benefits and risk, including seeking and obtaining planning permission, completing environmental reports, and procurement of the preferred business model option. It is anticipated that this service contract period will be 36 months.

The scope of work to be undertaken by the Economic Operator is to oversee the interests of the Client in all matters relating to the examination of technical and commercial strategies for managing, administrating, developing and financing of the Dublin District Heating System (DDHS). In this regard, the appointed economic operator will have oversight on behalf of the employer in all aspects of assessment of costs, benefits and risk associated with each strategy, detailed preliminary design and health and safety. This will include but not necessarily be limited to the following;

โ€” Develop business/commercial case for setting up a new utility for DDHS.
โ€” Complete a cost-benefit analysis for setting up a new utility for the DDHS.
โ€” Complete a demand and customer/market assessment.
โ€” Provide Engineering Design services stage (i&ii) of Department of Finance Public Works Standard COE for Consultancy Services.
โ€” Evaluate the main transmission route.
โ€” Development of model to determine size and capacity of pipe network.
โ€” Complete necessary site investigations to inform route selection.
โ€” Provide robust cost estimates with appropriate contingency allowance for risks.
โ€” Prepare necessary environmental reports to support planning application and support the Contract Authority with same.
โ€” Engage with all relevant stakeholders.
โ€” Undertake the role of PSDP for the project, including delivery of design risk assessments as part of the design process.
โ€” Complete feasible assessment of potential future extensions to the DDHS.
