The monitoring solution will be available on Met Éireann’s central network and be capable of showing all events and alerts on all airport AMAP systems at this central location.
The requirements specified by Met Éireann are the following:
• It shall also be available locally at each airport location and at a minimum shall show all events and alerts for that local AMAP system.
• The monitoring solution shall have the ability to monitor all devices on the AMAP network including routers, switches, Terminal Servers, PC’s and Servers. It shall have the ability to alert on events including but not exclusively device status, port status, port changes, CPU & RAM usage and other monitoring metrics such as disk capacity on the AMUTs and Servers and failed components.
• The monitoring solution shall be able to retain historic data, retaining at least 12 months of data but preferably more.
• The monitoring solution shall have the ability to store syslogs from all devices on the AMAP network.
• The monitoring solution shall be capable of operating without internet access as AMAP has no internet access for security purposes.
• The monitoring solution shall have the ability to classify events based on criticality.
• The monitoring solution shall have an email notification capability.
• The monitoring shall have easy to view and customisable dashboards.
• The monitoring solution shall be configurable by users with basic/intermediate ICT skills.
• Met Éireann shall own the monitoring solution and all licenses.

1. This procurement will ensure interchangeability and interoperability with existing equipment.
2. Procurement from an alternative supplier would alter the nature of the services provided by DTN (i.e. the support and maintenance services). There would have to be a separate support agreement with an alternative contractor which would put an increased economic burden on Met Éireann.
3. it cannot be certain that any new contractor would be able install their solution without affecting the operation of the existing equipment and installations, thereby affecting the safe operation of the main Irish airports;
4. Having two contractors responsible for different but closely networked elements of the AMAP system will add unnecessary complexity, particularly when technical faults occur. This will open Met Éireann to economic and reputational risks if the contractors cannot determine responsibility when faults occur.
5. The appointment of a new contractor for this element of AMAP would cause significant inconvenience - delays to the opening of Dublin Airport's new runway
6. The appointment of a new contractor for this element of AMAP would cause substantial duplication of costs - a new contractor could be expected to impose significant charges for the 24/7/365 support over ten years which is required by Met Éireann.
