Real time remote monitoring of Infrastructure Assets and Conditions

Iarnród Éireann (IÉ) invites applications from suitably qualified companies to participate
in the Pre-Qualification process for the proposed tender for the development,
implementation and placement of technological systems for real time remote monitoring
of a range of railway infrastructure assets and conditions. The objective is to provide
suitable remote monitoring systems across a range of asset types and conditions that
will facilitate immediate interventions should the asset be compromised and/or allow
informed decision making based on measured condition changes that may adversely
affect the asset base.
The assets and conditions that may typically require application of remote monitoring
technologies include cutting and embankment failures/slips, bridge strike and structural
failure of assets and wind, temperature and flood condition monitoring.
The remote asset and condition monitoring systems will allow centralised data collection
and reporting capabilities using best industry practice and technology for such data
management systems.
Pre-qualification questionnaires will be assessed and qualified candidates will be invited
to meet individually with IE to discuss their systems. Following these meetings IE will issue an invitation to tender.
The System shall be provided to IE in two phases:
(a) Phase 1 where the System and all
of its component parts is to be supplied by the Contractor and tested at the various Test
Sites and at the National Monitoring Centre ( NMC) and are subject to Final Acceptance
by IE (in its sole discretion) in respect of the System in each of the Monitoring Categories
and connectivity to the NMC in a “go-live“ scenario.
(b) Phase 2 ,subject to IE decision in
its absolute discretion to proceed with Phase 2 shall consist of the supply, installation
and implementation and maintenance of the System for IE in each of the Monitoring
Categories and connectivity to the NMC in a “go-live“ scenario.
Phase 2, if it proceeds, shall terminate five (5) Years from the Phase 2 Commencement Date.
