Publicity and advertising services for the 2016 Census in Ireland
Central Statistics Office (CSO, hereinafter referred to as the โContracting Authorityโ) invites expressions of interest from service providers for a National Publicity Campaign for the 2016 Census of Population.
A Census is a major and very high profile undertaking for CSO. Census 2016 will be held on 24.4.2016, and will be a โno changeโ census (i.e. questions are unchanged from Census 2011, other than the question on marital status, to accommodate same-sex civil partnerships).
The successful tenderer will be required to design and execute a two-phase publicity campaign, with phase 1 (December 2015-January 2016) focusing on recruitment of approximately 4 700 census enumerators and phase 2 (March-May 2016) encompassing a national publicity campaign to raise awareness of and encourage compliance with the census. The maximum available Budget, excluding VAT, is 1 057 000 EUR.
This โno changeโ approach will also apply to the census publicity materials. Accordingly those selected to tender will be requested to submit proposals to:
โ update the existing 2011 publicity materials (incorporating radio and TV advertising, posters, on-line material, and the census web site โ
www.census.ie) to make them suitable for the 2016 census, and
โ in doing so create a connection for the public between the census and the CSO,
โ along with proposals regarding the placement of advertising and other related publicity materials aimed at maximising public awareness of the forthcoming census.
