Multi-Operator Framework Agreement for the provision of Road Design Consultancy Services
Kildare County Council as Contracting Authority wishes to establish and operate a multi-supplier Framework Agreement for the Provision Road Design Consultancy Services, including the provision of Project Supervisor Design Process (PSDP) services.
The Framework Agreement shall cover all aspects of Road Design including:
— New alignments/ re-alignments;
— Footpaths and cycle routes;
— Roundabout design;
— Junction design;
— Drainage design;
— Public lighting;
— Preliminary design;
— Public consultation process;
— Compulsory Purchase Orders;
— Appropriate Assessment;
— Health and Safety Services including the role of PSDP;
— Environmental Assessments (but not Environmental Impact Statements), and shall be deemed to include all other associated work required on roads projects.
It is estimated that the total value of projects annually will not exceed 5 000 000 EUR (excluding VAT but including construction costs).
A large variety of other projects and activities may be specified under the Framework Agreement. The frequency, scale and type of projects may vary depending on the needs of the Contracting Authority and the urgency of the work required.
Design services on some projects may be provided by the Contracting Authority with support services taken from the Framework Agreement. Kildare County Council may carry out procurement for consultancy services in other ways.
The highest ranked tenderer who qualifies for the Framework Agreement shall be awarded the Project for Technical and Engineering Consultancy Services for a proposed new roundabout on the R445 at Newhall Cross Roads, Ladytown, Co Kildare. The services will include full Project Management and PSDP Consultancy Services, to complete Stages 1 to 7 of National Roads Authority Project Management Guidelines (2010), subject to completion of statutory and planning procedures.
