Louth County Council Single Party Framework for Integrated Design Team Services for the restoration of damaged long term vacant local authority housing units
The purpose of this particular competition is the establishment of a single-party framework agreement for integrated design team services for the restoration of damaged long term vacant Local Authority housing units for Louth County Council. The framework agreement will be established with a single economic operator comprising the following disciplines: (a) Architect, (b) Quantity Surveyor (c) Building Surveyorโ and (d) Structural Engineer. The single economic operator is to be Architect led and the Architect is required to act as PSDP, be the Assigned Certifier and the Design Certifier (under Building Control [amendment] Regulations 2014). Furthermore, the lead Architect is to provide engineering design services for mechanical electrical installations for buildings (either in-house or outsourced) in so far as they apply to local authority housing. The lead Architect is to act as the single point of contractual responsibility, with remaining key disciplines providing collateral warranties for the benefit of Louth County Council. Only those Applicants capable of delivering all of the services listed above without exception (whether in-house or as a group/consortium or by relying on the resources of another party or parties) will be considered. Therefore, applications relating to one or several of these disciplines but not all, are not acceptable and will be rejected outright. The integrated design team appointed following this competition will be responsible for providing all construction-related technical advice and design services for the restoration of damaged long term vacant local authority housing units for Louth County Council. The maximum estimated value of services over the lifetime of the framework is anticipated to be in the region of EUR 800 000 (ex VAT). The period of the framework is to be 3 years with an option to extend for a further 1 year. The framework agreement will be established on foot of an initial contract. Prior to the conclusion of the framework agreement, the Contracting Authority reserves the right to seek copies of any agreements between the members of the consortium if the successful tenderer is a consortium or grouping of members.

โ on the basis of joint and several liability with each member of the candidate executing the contract;
โ with a particular single member of the tenderer as prime contractor, with the other members providing collateral warranties and/or guarantees, or
