Personnel involved in providing this service should be competent in all areas of the investment process i.e. investment objectives, investment strategy, investment platform and administration, manager selection and performance monitoring. At the beginning of the last financial year, October 2013, following advice from our Investment Advisors and approval by the Investment Committee, six new investment strategies for the management and investment of court funds were established. The new strategies arose from a competitive EU public tender exercise initiated during 2011 for investment management services. State Street Global Advisors (SSgA) emerged as the preferred services provider. An Investment Management Agreement was concluded in October 2013 between SSgA and The Courts Service. The revised investment arrangements, take account of the ongoing modifications to investment strategies aimed at meeting requirements for the management of court funds. In accordance with the Courts Service Investment Protocol, as advised by our Investment Advisors and approved by the Investment Committee, each court beneficiary is allocated to one of the six strategies. 1 exception to this relates to certain wards of court cases allocated to the Growth Fund, whereby an allocation may also be made to a Cash Fund. There are 6 strategies in total, which reflect the differing needs of court beneficiaries. Each beneficiary is allocated to one of these strategies based on pre-established criteria agreed by the Investment Committee.
