Electricity Supply board is the state owned electricity utility in the Republic of Ireland. ESB Moneypoint Generating Station is a coal fired power station with three separate units, each unit comprising of 4 pulverising mills, D8 type Foster Wheeler design. These 12 pulverising ball mills require the supply of up to 600 tonnes of mill balls, in total on an annual basis. The sizing of these mill balls being 50 mm, 30 mm and 20 mm outer diameter and are of a specific high grade material specification.

ESB Moneypoint currently use 20 mm, 30 mm and 50 mm Mill Balls for their coal mills. Each mill contains approximately 50 tonnes of mill balls and 8 tonnes of coal during normal operation. The fuel is pulverised by the crushing and grinding action of the cascading steel balls. Composition — the mill balls shall be made from forged low steel and with a composition in the range of the following:— C 0,50-1 %;— Mn 0,40-1,50 %;— Si 0,15-0,60 %;— Cr 1,50 % Max;— Cu 0,50 % Max;— S 0,05 % Max;— P 0,05 % Max.Hardness — The material should be heat treated to Average surface and volumetric hardness (uniform, fine-grained martensitic structure):— hardness range (BHN);— surface hardness 722-739;— volumetric hardness 670-739;— dimensional Tolerance: + / - 5 % (overall circular profile).Metallography: heat treated to give uniform, fine-grained Martensitic structure.The framework term for the supply of mill balls will be a maximum of 5 years, comprised of a 3 year initial term with the right to extend by a further 2 years at the discretion of ESB.

ESB is inviting interested parties to request a pre-qualification questionnaire from Martha Maher, (e-mail: martha.maher@esb.ie — telephone +353 214656637).
All such requests for participation and queries should be submitted fourteen days before the closing date to enable responses to be issued to all interested candidates prior to the deadline date for the receipt of applications. Only those parties who have completed the short-listing/ pre-qualification process will be eligible for inclusion in this procurement process.

Further information is set out in pre-qualification questionnaire and below:
a) ESB will not be responsible for costs, charges or expenses incurred by candidates, whether or not a final contract is awarded;
b) This notice is to serve as the sole Call for Competition for this contract;
c) In connection with the award of the contract, the Tenderer shall be required to identify the entity that would be responsible for the receipt and processing of orders and the resolution of any and all problems relating to this contract;
d) In responding to this notice, companies must indicate if they propose to submit a group bid and, if so, must provide full details of the participating companies (see section III1.3));
e) The negotiated procedure will be used, however, the contracting entity retains the option to accept initial bids without further negotiations;
f) ESB reserves the right to award the contract in full or in part, or not at all;
g) It is ESB's preference to have a sole supplier of mill balls but retain the right to divide the contract into lots if this is the Most Economically Advantageous result of the tendering process;
h) Suppliers attention is directed to Article 58.2 of Directive 2004/17/EC;
i) Award to Runner Up — If for any reason it is not possible to conclude the contract with the designated successful tenderer emerging from this competitive process, ESB reserves the right to award the contract to the next highest scoring tenderer on the basis of the terms advertised. This shall be without prejudice to the right of ESB to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion;
j) ESB reserves the right to seek additional contractual and commercial safeguards in the event that the financial position of the proposed vendor deteriorates. ESB also reserves the right not to award the contract to the proposed vendor in such circumstances;
k) The contracting entity reserves the right to conclude this contract, or withdraw from the process, at its sole discretion;
l) The contract may initially be for a duration of 3 years, subject to annual review with the purchasers option to extend for a further two years subject to satisfactory performance and suitable commercial terms.

If the Tender is submitted by a group of suppliers, then those suppliers, if awarded the contract, shall assume such legal form by corporation, partnership or otherwise as will enable them to contract as a single entity, and assume joint and several responsibility for the contract.
