Lot 1 — External Service Delivery of Financial Management Services — This lot covers the provision of financial management services to the Authority, relating to the Authority‘s commercial operations, which include eFlow (barrier free tolling on the M50), Dublin Tunnel, Motorway Service Areas and PPP Tolling Schemes (of which there are currently eight)
Lot 2 - General Financial Advisory Services to the Authority - This lot covers the provision of general financial, audit and advisory services to the Authority (including, but not limited to, matters such as tax, VAT, organisation and business process improvements). This services may include:
PPP Contract Administration Advisory Services;
Authority Toll Operations Advisory Services;
Authority General Financial Advisory Services;
Internal and External Audit and;
Human Resources Management Services.
For each Lot for which a Tenderer is submitting a Tender, Tenderers shall submit 5 (five) bound hard copies of their Tenders one of which shall be marked ‘Master Copy’ and one soft copy on CD (all copies divided into two envelopes in accordance with section 4.1 of ITT) in one or more sealed envelopes/boxes clearly labelled on the outside ‘Tender for Financial Management and Advisory Services’ to:
Nigel O'Neill, Head of Commercial Operations, Procurement & Strategic Planning, National Roads Authority, Saint Martin's House, Waterloo Road, Dublin 4.
For the avoidance of doubt, Tenderers must submit separate Tenders in respect of each Lot for which they are submitting a Tender.
The Railway Procurement Agency (RPA) and the NRA are due to merge and all functions of the two bodies are anticipated to be performed by the merged body. The timeline for this merger has not been finalised. While the operational name of the merged body has yet to be finally decided, the term “Authority” shall be taken to mean the NRA and the merged body. In carrying out their respective functions the NRA and the RPA both undertake various financial management operations and other business support activities.
