Under its Corporate Social Responsibility policies, ESB has implemented Contractor Employment Standards (CES) to ensure that all counterparties with whom it does business complies at all times with all employment laws applicable to their staff.
CES ensures that all contractors working with and on behalf of ESB uphold the rights of their workers and employees under the relevant employment legislation applicable to the jurisdiction where the work is carried out.
ESB has particular audit requirements in relation to service and/or works contracts awarded by ESB, where the contract has a significant labour content and the work is carried out in the Republic of Ireland. These audits are mainly targeted at contracts involving mainly craft and general type activities such as electrical and mechanical maintenance, security services, cleaning services, call centre operations, etc. Contracts for professional services, consultancy and IT related services are currently excluded.
To help ensure compliance, all relevant contracts will be audited on a regular basis.
ESB wishes to place a Framework Agreement for the provision of this auditing service.
For the purposes of this notice, ESB means Electricity Supply Board, its subsidiaries and joint ventures.

Quantity or scope:
ESB has particular audit requirements in relation to service and/or works contracts awarded by ESB, where the contract has a significant labour content and the work is carried out in the Republic of Ireland. These audits are mainly targeted at contracts involving mainly craft and general type activities such as electrical and mechanical maintenance, security services, cleaning services, call centre operations, etc. Contracts for professional services, consultancy and IT related services are currently excluded.Contracts for professional services, consultancy and IT related services are currently excluded.For some contracts the audit exercise will be based on an examination of relevant documentation provided by the contractor and/or subcontractor such as employee contracts, payroll data, wage slips, Revenue returns, pension deductions, etc. The auditor will be required to engage directly with the contractor and/or subcontractors and confirm the position regarding compliance to ESB's Contractor Employment Standards or provide details of any non compliance with supporting documentary evidence.For a number of high value or business critical contracts, a more proactive hands-on role may be required. This is likely to involve attendance on site on a full or part time basis with ongoing consultation with ESB's site management and interaction and engagement with contractors and subcontractors and their respective staff.Please note that each business unit within ESB may have a different detailed scope of works.There will also be a requirement to provide advice and/or information on an ad hoc basis as particular issues arise. Expressions of interest and the Pre-Qualification Questionnaire must be completed and returned to: ssprocurement@esb.ie quoting Reference No. BS299A1959 no later than 12:00 noon on Monday, 23.2.2015.
ESB will shortlist a number of companies to proceed to RFP stage from these expressions of interest.
The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure.
