Conditions for participation
Suitability to pursue the professional activity:

1. The successful company will be required to have the capability, resources, helicopter(s), equipment, facilities and experience, necessary to provide the passenger and freight transportation services as described, and to have a demonstrated expertise in the commercial operation of helicopter transportation in the oil and gas industry.

2. Potential service providers must be in a position to conduct the work in an independent manner. Any conflicts of interest must be disclosed.

3. All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the relevant State in which the economic operator is established.

4. Company uses First Point Assessment Limited (FPAL) qualification system for selection of vendors. If a candidate is not a registered supplier with FPAL, candidate will be required to complete a pre-qualification questionnaire and provide financial details including certified accounts (and those of any ultimate parent company) for the 3 most recent years.

Contract execution
Deposits and guarantees required: A Parent Company Guarantee and a bank guarantee may be required.

Invoices to be received monthly. Payments will be made within 30 days of receipt of a valid invoice.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

The contract will be subject to Irish Law and and the jurisdiction of the Irish Courts.

Other particular conditions:

1. All candidates shall hold, and have held for the last 3 years, a valid EASA ‘Air Operators Certificate’ (AOC) with offshore endorsement.

2. All candidates shall be an EASA Part 145 Approved Maintenance Organisation.

3. Tenderers shall, in the last 3 years, have a minimum of 1,800 helicopter flying hours in support of the exploitation of oil and gas.

4. All candidates shall have access to a twin pilot, IFR equipped, Performance Class 1 certified, Airborne Radar Approaches (ARA) capable, UMS equipped helicopter fitted with flotation gear certified to a significant wave height of 6 metres and be fitted with an external life-raft system (ELRS).

5. Provision of back-up aircraft of same type is required for periods of maintenance where contract helicopter is not available.

6. All candidates shall be compliant with all current and future known European legislation.

7. Successful Candidate to work with Irish Aviation Authority (I.A.A.) to obtain certification to operate in Ireland.

Execution of the service is reserved to a particular profession:
