Request for Tenders for the Provision of Primary Legislative Drafting Services for Private Members
Houses of the Oireachtas Service
The scope of requirements is as follows: to create a framework agreement for access to drafters to provide a private members' Bill drafting service — or primary legislative drafting for private members (i.e., members who are not Ministers). The intention is to provide a resource of three drafters (service providers) who will operate in rotation (subject to satisfactorily meeting Qualification and Award Criteria), to be availed of by private members for the drafting of primary legislation, or Bills, in accordance with those members' parliamentary and Constitutional prerogatives. A similar framework agreement has been in operation since 2012.
