Request for Tenders for the Provision of Actuarial / Insurance Advisory Services to the Minister for Health in Relation to the Regulation of the Irish Health Insurance Market & UHI
The key deliverable for this contract is the provision of actuarial and insurance advisory services to assist the Minister in the discharge of his regulatory and policy formulation responsibilities to the health insurance market in Ireland.
In particular, the Minister will require the assessment of complex numerical and actuarial data to enable informed decisions to be made on a range of complex health insurance issues.
Under the Health Insurance Acts 1994 to 2013, the Minister for Health has a broad policy formation role in relation to non-prudential aspects of private health insurance, and has specific responsibility in relation to the regulation of the Irish private health insurance market, which is based on the key principles of community rating and inter-generational solidarity, open enrolment, lifetime cover and minimum benefit. Also, with the publication of the White Paper on Universal Health Insurance (UHI), the Minister is committed to the implementation of a mandatory Universal Health Insurance system.
