The combined cycle gas turbine power station, to be constructed east of Knottingley, West Yorkshire, UK, will consist of up to 3 separate single shaft generating units, hybrid cooling towers and other ancillary structures and will have a nominal net electrical output capacity of no more than 1 500 MWe at ISO conditions. The power station will be gas fired and served by an 8 km long underground gas pipeline connecting the power station to the National Grid Transmission System south of the town of Gateforth. Electrical connection works, to be undertaken by others, will take place directly adjacent to the power station to facilitate connection to the National Grid 400 kV electricity transmission system. Cooling water will be available from either the adjacent Aire and Calder Navigation canal or the River Aire located approximately 1 km away.
This call for competition notice is published on a voluntary basis by the purchaser. this procurement competition is not governed by the Utilities Directive given the exemption under Article 30 of Directive 2004/17 EC (Utilities Directive) for the Great Britain electricity generation sector and it is not intended that the Utilities Directive procedures will be applied to this procurement competition.

All queries should be submitted seven days before the closing date to enable responses to be issued to all interested candidates prior to the deadline date for the receipt of applications. A soft copy of an Applicant's Expression of Interest must be submitted by closing date (see section IV.3.4) to the email address in I.1) above. Note: Soft copy cannot exceed 9 MB in size. Multiple emails may be submitted. The expression of interest must include all of the selection criteria and information requirements identified in Sections III.2.1), III.2.2) and III.2.3) above. It is ESB's intention to shortlist suitable candidates. ESB will not be responsible for costs, charges or expenses incurred by candidates, whether or not a final contract is awarded. This notice is to serve as the sole call for competition for this contract. Requests cannot be entertained beyond the date stipulated in Section IV.3.3.e). In connection with the award of the contract, the tenderer shall be required to identify the entity that would be responsible for the receipt and processing of orders and the resolution of any and all problems relating to this contract. In responding to this notice, companies must indicate if they propose to submit a group bid and, if so, must provide full details of the participating companies (see section III.1.3). The negotiated procedure will be used, however, the contracting entity retains the option to accept initial bids without further negotiations. Award to runner up โ€” if for any reason it is not possible to conclude the contract with the designated successful tenderer emerging from this competitive process, The Purchaser reserves the right to award the contract to the next highest scoring tenderer on the basis of the terms advertised. This shall be without prejudice to the right of the Purchaser to cancel this competitive process and/or initiate a new contract award procedure at its sole discretion. The Purchaser reserves the right to seek additional contractual and commercial safeguards in the event that the financial position of the proposed vendor deteriorates. The Purchaser also reserves the right not to award the contract to the proposed vendor in such circumstances. The contracting entity reserves the right to conclude this contract, or withdraw from the process, at its sole discretion.
