OGP/PS/TRG/01/14 (2444, 84752:1) – Provision of Specialist Professional Training
The Office of Government Procurement ('OGP' or 'Contracting Authority') invites expressions of interest from suitably qualified service providers for the provision of specialist professional training services to OGP staff ('Services'). The key features and outline of the Services sought are set out in the attached Pre-Qualification Questionnaire ('PQQ'). The Contracting Authority is seeking to appoint two providers to deliver the Services: (i) a lead provider ('Lead Provider') who will deliver approximately 70 % of the total training delivery days required (under the 'Lead Provider Agreement'); and (ii) a support provider ('Support Provider') who will deliver approximately 30 % of the total training days required (under the 'Support Provider Agreement'). The apportionment of training delivery days as between the Lead Provider and the Support Provider will be administered by the OGP training manager and reconciled on a 12 monthly basis. Full details of the Contracting Authority's contractual provisions will be set out in the RFT which will be sent to those Candidates who have passed this stage of this Competition. Tenderers should be aware that the Services are listed in Annex IIB to Directive 2004/18/EC ('Directive') and, accordingly, are not subject to the provisions of the Directive, with the exception of certain requirements in relation to specifications (Article 23) and the publication of a contract award notice (Article 35(4)). The Contracting Authority is running this Competition by way of a two-stage procedure similar, but not identical to, to a negotiated procedure under the Directive.
