Measurement of the end-to-end transit time for Domestic Single Piece Priority and First Class Universal Postal Service within Ireland, in accordance with the European Standard EN 13850:2012, and the submission of the results of this measurement to the Commission for publication.
This quality of service measurement system shall operate for a continuous and uninterrupted period of not less than 36 months, commencing 1 January 2015 or as close to that date as is possible.
The Commission requires the design and operation of a QoS Monitor for Domestic
Single Piece Priority and First Class Universal Postal Service involving
the selection and distribution of test items sent and received by selected
panellists. The QoS Monitor will be audited in accordance with the European Standard, EN 13850:2012.

(a) Candidates are requested to complete a Pre-Qualification Questionnaire which is available from the address specified in Section I.1 (or from the eTenders website www.eTenders.gov.ie upon registration) and return it to the address set out in Section I.1 no later than the deadline set out in Section IV. 3.4

(b) All Candidates who satisfy the minimum pre-qualification criteria set out in this PQQ will be “pre-qualified” and invited to tender for the Services in accordance with a separate Invitation to Tender (“ITT”) process.
(c) Candidates shall state if any of (and the reasons why) information supplied by them in response to this notice is confidential or commercially sensitive or should not be disclosed in respect of a request for information under the Freedom of Information Acts 1997-2003.
(d) Any contract award is subject to production of a current tax clearance certificate from the Revenue Commissioners in Ireland.
(e) All costs incurred by Candidates/Applicants in preparing Pre-Qualification Questionnaire submissions and/or tenders must be borne by them. ComReg accepts no liability for these costs, irrespective of the outcome of the competition, or if the competition is postponed or cancelled.
(f) ComReg may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the services for the project by alternative means if it appears that the services for the project can thereby be more advantageously procurred.
