This is a high value contract and the winning tenderer will have an opportunity to work with a customer who has overhauled their supply function in order to extract efficiencies from 17 locations. The Defence Forces ration system feeds soldiers involved in security duties, operational deployments, training and intensive exercises. Soldiers entitled to rations are allocated a ration rate of EUR 4.20 per day (breakfast EUR 1.05, lunch EUR 1.05 and dinner EUR 2.10). The contract is expected to run from 01 September 2014 to 31 August 2016 with an option to extend for a further year subject to a performance measurement review. The estimated value of this contract is circa EUR 600,000 over 36 months. This equates to an annual spend of EUR 200,000 which is approximately 5.5 % of the Defence Forces Food and Catering annual provisions budget. The requirement of the contract is to supply and deliver Frozen Food Products to all Seventeen (17) military locations as and when required. The supplies to be provided under the Contract shall be delivered to the satisfaction of the Minister and his/her agent in accordance with the specified requirements. This is a framework contract which is demand driven and quantities attached in the pricing schedule are an indication of previous usage and may be subject to significant variances. Defence Forces personnel at both a local and national level will monitor quality of service The Defence Forces carry out the procurement of food products in an open and transparent manner and in line with National and EU Public Procurement guidelines. The procurement process for frozen food products will be conducted in accordance with those procedures and the basic principles of transparency and equal treatment will be adhered to. All personnel involved in the award process have significant experience and education in public procurement. The tender is broken into 2 lots. Lot 1 and Lot 2. Locations for delivery are as follows; Tenderers may submit more than one Tender. However any second or subsequent Tender must be prepared and presented under separate cover in a separate Tender.

All product items must be quoted for in both Lots. In order to quote for lot 1 Companies must quote for all locations within this lot. Companies that do not quote for all locations within this lot will be excluded from the competition for Lot 1. Lot 2 refers to all other locations outside of Dublin region. Companies may submit tenders for individual locations within Lot 2. Additionally companies may tender for all locations or some locations in Lot 2 (even one location). This approach is to facilitate initiatives to assist SMEs in Public Procurement as outlined by the Department of Public Expenditure and Reform Circular 10/14. Companies may quote for both lots.
