Extension of Agreement with Original Consultants The Port of Cork Company appointed RPS Consultants under a framework agreement following an EU tender competition in 2007 (original award reference no.: 55082 / RFT 66007 - SEP091924) to carry out the following work:
Integrated Engineering Services for the design and supervision of construction of a new container terminal in Ringaskiddy, Co. Cork, Ireland. The main elements of the construction involve dredging on the approaches and berth slot, construction of 450m of quay, reclamation, as well as associated buildings, compounds, utilities and national route link ups.
The framework agreement has now expired and the project is at Statutory Approval Application Stage. The Port of Cork Company wish to inform interested parties of its intention to retain the current advisory team for provision of consultancy services to advance the planning and other statutory applications and bring the project to Statutory Approval Stage. The expertise used in drafting the EIS and statutory application documents will be required to be available to the Port at the oral hearing which will be held as part of the planning process and during the foreshore consent process.
It is expected that planning application will be lodged with An Bord Pleanala in early April 2014 and that a decision will be made twenty-four weeks after this date under the Strategic Infrastructure Bill. The foreshore consent process timeline is less certain, but should conclude within a further three months.
A new competition, for services to cover the next phase of the project (detailed engineering design and construction), post-planning decision, will be launched in due course on eTenders and the OJEU.
The Port of Cork is using the derogation under 40.3.f of Directive 2004/17/EC.
