EirGrid is looking to establish a Framework consisting of two separate companies who are required for the provision to provide Wind Power Forecasting Services.
The objective of this Pre-Qualification Questionnaire (PQQ) process is to produce a short-list of suitably qualified companies who would be invited to tender for the provision of real time wind power forecasting as detailed below. This PQQ provides a description of the system EirGrid wishes to procure as well as information about the selection procedure.
As transmission system operators, the EirGrid group are responsible for managing electricity demand and supply balance on the transmission system.
There is currently over 2450 MW of wind power installed on the system and, at times, the output from wind has represented more than 50% of the instantaneous demand for electricity. As the amount of wind power connected to our system increases, there is a need to integrate wind power forecasting into different parts of power system operations.
Wind power forecasting serves as an integral tool to manage this ever increasing portfolio of variable generation which enables efficient and reliable operation of the power system. Wind power forecasting is used for various purposes across multiple forecasting horizons. The accuracy of the wind power forecast is integral to our operational planning, and scheduling and dispatch. To meet this end a component of the payment for provision of wind power forecasting services will be based on the accuracy of the forecasts. The reliability and delivery of an accurate wind power forecast enables us to manage the power system securely, safely and economically.
