UCD intends to establish a single party framework agreement with a maximum potential duration of 4 years for the provision of Employee Assistance Programme Services. The successful framework member will be required to provide counselling services and support for a wide range of issues encountered by staff members and their families. In addition, they will be required to launch and promote the services within the University with a view to heightening the awareness of the programme and the supports available amongst all staff.

1) As the service in question constitutes a non-priority service, the full provisions of Directive 2004/18/EC do not apply to this competition. Consequently, the contracting authority will exercise discretion in respect of matters such as the time limits for receipt of responses. Moreover, it is emphasised that this notice is published on a strictly voluntary basis. 2) Interested parties must register their interest on the eTenders web site (www.etenders.gov.ie) in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and changes, will be published on the Irish Government Procurement Opportunities Portal (www.etenders.gov.ie)only. Registration is free of charge. The contracting authority will not accept responsibility for information relayed (or not relayed) via third parties. 3) This is the sole call for competition for this service. 4) The contracting authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers. 5) Contract award will be subject to the approval of the competent authorities. 6) It will be a condition of award that tenderers and all sub-contractors produce a valid Tax Clearance Certificate from the Irish Revenue Commissioners as part of their application for participation in the competition. 7) If for any reason it is not possible to conclude the contract with the successful tenderer, the contracting authority reserves the right to conclude the contract with the next highest scoring tenderer as appropriate. 8) At its absolute discretion, the contracting authority may elect to terminate this procurement process, at any time. 9) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type or patent, that this is not to be regarded as a de facto requirement. Information about review deadlines:
